RACHEL PERRY

Rachel’s practice focuses on focuses on energy and environmental law. She provides regulatory advice and representation in related litigation to clients throughout the West. 

LEGAL EXPERIENCE

Prior to joining McDowell Rackner Gibson in 2023, Rachel gained experience as a litigation associate focusing on business and employment and acquired an intimate knowledge of the priorities and challenges of large-scale corporations. During law school, Rachel worked on litigation and land use issues for the City of Vancouver. She also completed externships clerking for the Honorable Michael H. Simon at the United States District Court for the District of Oregon and focusing on renewable energy at Vestas – American Wind Technology. 

REPRESENTATIVE WORK

  • Advised electric and natural gas utilities on general rate cases and other regulatory matters before the Public Utility Commission of Oregon. 

  • Advised investor-owned utilities on interconnection and net metering policy and rulemaking proceedings before the Public Utility Commission of Oregon.

EDUCATION

Rachel graduated summa cum laude from the University of South Florida with a degree in International Relations. At the University of South Florida, she was a member of the Honors College and served on the “Bulls Service Breaks” board, coordinating volunteer service trips for the student body. Rachel worked closely with the international department providing Japanese-to-English translation for exchange students and had research in linguistics selected for presentation at a statewide research symposium.  

Rachel graduated cum laude from Lewis and Clark Law School in 2019. During law school, Rachel was an Associate Editor of the Lewis & Clark Law Review, the Treasurer of the Business Law Society, and founding member of the Tax Law Society. Rachel also represented fellow classmates as a member of the Student Bar Association. In addition, Rachel dedicated time to her work as a Lewis & Clark Research Assistant focusing on civil procedure and summary judgment developments and served the Real Estate and Land Use Section of the Bar providing regular summaries of pertinent appellate case law affecting land use practitioners for publication. Lastly, Rachel was involved in community advocacy as part of Housing Land Advocates and drafted many Post-Acknowledgement Plan Amendment letters to Oregon city councils and county commissions urging active compliance with Oregon’s Statewide Housing Goals.  

COMMUNITY ACTIVITIES

Rachel is active in various public interest organizations.  Her work includes work with the Japan-America Society of Oregon as a board member of the Membership and Marketing Committee and as a Committee member for the New Lawyers Division of the Multnomah County Bar Association.
