JOCELYN C. PEASE

Jocelyn's practice focuses on energy, environmental, and telecommunications law with an emphasis on providing administrative and regulatory advice to energy and water utilities and telecommunications companies in the Pacific Northwest and Alaska.

LEGAL EXPERIENCE

Jocelyn joined McDowell Rackner Gibson in 2011. Prior to joining McDowell Rackner Gibson, Jocelyn was an associate attorney with the Portland law firm of Davison Van Cleve, PC.

REPRESENTATIVE WORK 

  • Represented electric, natural gas, and water utilities in general rate case proceedings before the Public Utility Commission of Oregon (OPUC) and Washington Utilities and Transportation Commission (WUTC).

  • Represented utility in state permitting for 500-kV transmission line, including development of Application for Site Certificate to the Oregon Energy Facility Siting Council (EFSC). Successfully litigated disputed issues in contested case proceeding involving over 30 participants, resulting in issuance of a site certificate.

  • Represented utility before EFSC in supporting and defending Requests for Amendments to Site Certificate. 

  • Represented utilities in OPUC proceedings to obtain Certificate of Public Convenience and Necessity (CPCN) for transmission lines.

  • Represented utility in Integrated Resource Planning proceedings.

  • Represented utility in utility acquisition proceedings and advised regarding regulatory due diligence for utility acquisitions.

  • Represented utilities in rulemaking proceedings regarding petitions for CPCN and competitive bidding.

  • Represented natural gas and water utilities in complaint proceedings before the OPUC and WUTC.

  • Advised utility on Renewable Portfolio Standard implementation and cost recovery issues.

  • Advised utility on service territory issues.

  • Advised cooperative on comprehensive update to its policies.

PROFESSIONAL ACTIVITIES

  • Member of the Alaska Bar Association, the State Bar of California, the Oregon State Bar, and the Washington State Bar Association.

  • Member of the Executive Committee of the Oregon State Bar Energy, Telecom, and Utility Law Section (ETU) from 2017-2025 (Chair of the ETU in 2024).

  • Member of the Oregon State Bar Environmental and Natural Resource Section.

EDUCATION

Jocelyn graduated from the University of Redlands in 2004, where she received her BA in Government and BA in Spanish as a Proudian Honors Scholar and was a member of Phi Beta Kappa. She received her JD and Certificate in Environmental and Natural Resources Law from the University of Oregon School of Law in 2009. While at the University of Oregon, Jocelyn was selected as an Oceans, Coasts, and Watersheds Fellow for the Environmental and Natural Resources Law Center, and completed a legal externship at PacifiCorp, with an emphasis on transmission related issues.
