LYNNE DZUBOW

Lynne’s practice focuses on energy and environmental law, with an emphasis on providing regulatory, transactional, and litigation advice to electric and natural gas utilities in the Pacific Northwest.

LEGAL EXPERIENCE

Prior to joining MRG, Lynne worked as a Legal Clinical Fellow for the Harvard Law School Emmett Environmental Law & Policy Clinic where she helped advise nonprofits and local and state governments on various administrative, environmental, and energy law matters, including related rulemakings and litigation. Prior to her time at the Clinic, Lynne completed a Social Justice Fellowship at the Environmental Protection Bureau of the New York State Office of the Attorney General.

REPRESENTATIVE WORK

  • Advised investor-owned utilities on PURPA and Qualifying Facility policy and transactional issues and assists in contested case and rulemaking proceedings before the Public Utility Commission of Oregon.

  • Advised utilities on general rate cases and other regulatory matters before the Public Utility Commission of Oregon.

  • Advised investor-owned utility on state permitting for a proposed 500-kV transmission line, with an emphasis on addressing issues raised in a contested case hearing regarding the utility’s Application for Site Certificate to the Oregon Energy Facility Siting Council.

  • Developed and helped draft Independent Evaluator Request for Proposals application and related materials for utility before the Public Utility Commission of Oregon.

  • Assisted utility in preparing Integrated Resource Plan comments before the Public Utility Commission of Oregon.

EDUCATION

Lynne graduated with College Honors from Washington University in St. Louis with dual degrees in Environmental Biology and Environmental Studies. At Washington University, Lynne was selected for the Pathfinder Program in Environmental Sustainability, received the Outstanding Overall Achievement in Environmental Studies Award, and made the Dean’s List. She was also a student consultant at the Washington University in St. Louis School of Law’s Interdisciplinary Environmental Clinic and a member of Green Action, a student organization that focused in part on developing sustainable energy practices on campus.

Lynne graduated from the Georgetown University Law Center in 2015 and completed an LL.M. in Environmental & Energy Law at the New York University School of Law in 2016. During law school, Lynne acted as Co-President of the Environmental Law Society. She was also a graduate editor of the NYU Environmental Law Journal.
