LYNNE DZUBOW
Lynne’s practice focuses on energy and environmental law, with an emphasis on providing regulatory, transactional, and litigation advice to electric and natural gas utilities in the Pacific Northwest.
LEGAL EXPERIENCE
Prior to joining MRG, Lynne worked as a Legal Clinical Fellow for the Harvard Law School Emmett Environmental Law & Policy Clinic where she helped advise nonprofits and local and state governments on various administrative, environmental, and energy law matters, including related rulemakings and litigation. Prior to her time at the Clinic, Lynne completed a Social Justice Fellowship at the Environmental Protection Bureau of the New York State Office of the Attorney General.
REPRESENTATIVE WORK
Assisted investor-owned utilities in general rate case proceedings.
Assisted investor-owned utilities through OPUC rulemaking process regarding procedures, terms, and conditions associated with Qualifying Facility standard contracts.
Assisted in contested case proceeding before the Oregon Energy Facility Siting Council (EFSC) for investor-owned utility for a proposed 300-mile, 500-kV transmission line, addressing issues raised by over thirty intervening parties regarding the utility’s Application for Site Certificate.
Assisted investor-owned utilities in supporting and defending Requests for Amendments to Site Certificate before EFSC.
Assisted in contested case proceedings before the OPUC for investor-owned utilities regarding Petitions for Certificate of Public Convenience and Necessity.
Assisted investor-owned utility in competitive bidding resource procurement matters before the OPUC.
Assisted investor-owned utilities in Integrated Resource Plan proceedings before the OPUC.
Advised utility on compliance with Washington State’s Clean Energy Transformation Act (CETA) and Climate Commitment Act (CCA).

EDUCATION
Lynne graduated with College Honors from Washington University in St. Louis with dual degrees in Environmental Biology and Environmental Studies. At Washington University, Lynne was selected for the Pathfinder Program in Environmental Sustainability, received the Outstanding Overall Achievement in Environmental Studies Award, and made the Dean’s List. She was also a student consultant at the Washington University in St. Louis School of Law’s Interdisciplinary Environmental Clinic and a member of Green Action, a student organization that focused in part on developing sustainable energy practices on campus.
Lynne graduated from the Georgetown University Law Center in 2015 and completed an LL.M. in Environmental & Energy Law at the New York University School of Law in 2016. During law school, Lynne acted as Co-President of the Environmental Law Society. She was also a graduate editor of the NYU Environmental Law Journal.
