KELLEN J. JOHANSEN
Kellen’s practice focuses on energy and administrative law. He specializes in regulatory compliance and litigation for energy utilities throughout the West.
LEGAL EXPERIENCE
Prior to joining McDowell Rackner Gibson in 2024, Kellen clerked for Justice Dario Borghesan of the Alaska Supreme Court. During law school, he worked at Vestas – American Wind Technology, Inc., and on rulemaking at the Securities and Exchange Commission.
REPRESENTATIVE WORK
Advised utilities on statutory interpretation and cost recovery issues in contested case proceedings before the Public Utility Commission of Oregon.
Advised utilities in PURPA proceedings before the Public Utility Commission of Oregon and the Oregon Court of Appeals.
Advised utility on direct access policy in contested case proceedings before the Public Utility Commission of Oregon.
Advised utility in proceedings before the Oregon Court of Appeals involving the certificate of public convenience and necessity for a transmission line.
Advised utilities on rate design and cost-of-service issues.

EDUCATION
Kellen graduated from Linfield University in 2018 with a B.A. in Political Science. At Linfield, he was elected President of the University’s forensics team and awarded honors for his work on a capstone research project.
Kellen graduated Order of the Coif from the University of Oregon School of Law in 2023. During law school, Kellen served as an Articles Editor on the Oregon Law Review and received the Maxine Lee Award for outstanding work in editing. His law review note was selected for publication in the Oregon Law Review’s 101st Volume.
