GABY A. PENVENNE
Gaby’s practice focuses on energy and environmental law.
LEGAL EXPERIENCE
Prior to joining McDowell Rackner Gibson in 2025, Gaby clerked for Judge Douglas L. Tookey on the Oregon Court of Appeals. During law school, she served as a judicial extern for Judge Ann Aiken at the US District Court for the District of Oregon, and as a summer law clerk for Our Children’s Trust in Eugene, OR and for the Environmental Defense Center in Santa Barbara, CA.
REPRESENTATIVE WORK
Advised utilities in rate recovery proceedings related to acquisition of renewable resources and construction of transmission system investments.
Advised utilities on compliance with Renewable Portfolio Standards.
Advised utility in connection with interconnection dispute at Public Utility Commission of Oregon.

EDUCATION
Gaby graduated from the University of California Santa Barbara in 2019 with a BS in Environmental Studies and concentration in Aquatic Ecology. While at UCSB, Gaby was an NCAA Division 1 Student-Athlete, competing for the women’s swim team and earning Mountain Pacific Sports Federation conference academic honors.
Gaby graduated from University of Oregon School of Law in 2023 with concentrations in Environmental and Natural Resources Law and Ocean and Coastal Law. During all three years of law school, Gaby was a research fellow at the Environmental and Natural Resources Law Center, working with the Environmental Democracy Project. In addition, Gaby served on the executive board of Land Air Water, organizing and implementing two consecutive Public Interest Environmental Law Conferences in 2022 and 2023.
